A1: Trainings for local NGOs and active communities.
To provide information and gain practical skills and knowledge necessary for civic activism and participation.
The training will consist from the following parts:
Foundations of self-government:
• The essence of the local self-government (overview of European Charter of Local Self-Government);
• Property, finances of the local self-government;
• Local self-governance and executive bodies;
• Legal acts of local self-government bodies;
• Local economic development.
Methodologies for the needs assessment
• Methods of sociological survey (quantitative methods, interviews, focus groups);
• SWOT - Analysis;
• SMART - Analysis;
• Data analysis (data preparation, descriptive statistics, analytical statistics);
• Research report (structure, style, logical sequence).
Civic Monitoring
• Essence and importance of civic monitoring;
• Legal monitoring;
• Economic monitoring;
• Administrative monitoring.
Mechanism of civic participation
• The petition;
• Attendance and citizens’ participation in meetings of local councils;
• Accountability and reporting to citizens by the local councils;
• Community Halls and their functions;
• Local authorities, rules and procedures for publishing public information;
• Procedures for requesting public information.
Training agenda might be adjusted after summarizing the survey results, should other challenges be identified.
Trainings will last two days each. The trainees will include 15-20 participants with mixed professional backgrounds and from different NGOs and community groups/active citizens.
